| TERMS OF REFERENCE Position: Driver & Support Assistant — CHL |
| Position Title | Driver & Support Assistant |
| Department | Phuentsholing Hatchery – Crawfish Himalayan Limited (CHL) |
| Reports To | Yeshi Wangchuk- Technical Team Lead (Vehicle Administrator) |
| Employment Type | Full-time / As contracted |
| Location | CHL Hatchery Site |
| TOR Reference | CHL-TOR-DRV-001 |
A. PRIMARY OBJECTIVE
The Driver & Technical Support Assistant serves a dual-role position. The primary function is to provide safe, punctual, and reliable transport for CHL staff and assets. The secondary — but equally important — function is to serve as a productive member of the Technical Team when not engaged in driving duties.
This position reports directly and exclusively to Yeshi (Technical Team Lead). No other staff member may direct or reassign the driver without Yeshi’s explicit written approval.
B. DRIVING & LOGISTICS RESPONSIBILITIES
B.1 Scheduled Staff Transport
- Execute the daily transport schedule with zero unexcused tardiness. Punctuality is a performance metric.
B.2 Emergency Deployment
- The driver is the primary On-Call resource for all night-time and weekend hatchery emergencies.
- The vehicle will be stationed at the driver’s city residence to enable immediate pickup of technical staff. A safe, secure parking arrangement is mandatory and must be confirmed to Yeshi in writing.
- Response time to an emergency call: driver must be en route within 15 minutes of receiving the call.
B.3 Logbook & WhatsApp Compliance
- Maintain the physical logbook with 100% accuracy. Every trip recorded, every entry signed.
- Post all mandatory WhatsApp messages (Departure, Return, Fault) as required by Section 5 of the SOP.
- Reconcile physical logbook with WhatsApp records at the end of each week and report to Yeshi.
B.4 Procurement & Inter-departmental Transport
- Provide transport for other departments as approved in writing by Yeshi.
- If a trip is for procurement, obtain and safeguard all receipts and handover to the requesting officer upon return.
C. TECHNICAL & FARM SUPPORT DUTIES (DUAL-ROLE)
| The Driver is a full, active member of the Technical Team. When not driving, all time is deployed productively in hatchery and farm operations. “Not driving” is not “off duty.” |
C.1 Engineering Support
- Assisting engineers during equipment installation, repair, or biological monitoring tasks
- Operating basic hand and power tools under supervision
- Maintaining tools and equipment in clean, serviceable condition
D. VEHICLE MAINTENANCE
- CLEANLINESS: The vehicle interior and exterior must be clean and presentable at all times. A dirty vehicle reflects on CHL’s professional image and is not acceptable.
- EARLY FAULT DETECTION: Any mechanical noise, vibration, warning light, leak, or performance anomaly must be reported to Yeshi immediately — do not wait until the next trip. Early detection prevents costly breakdowns.
- FUEL MANAGEMENT: Refuel when the gauge drops to one-quarter. Never let the vehicle run low on fuel. Record fuel additions in the logbook.
- SAFE PARKING: When parked at the hatchery or city, the vehicle must be in a designated, secure location with handbrake applied and locked.
- MONSOON SAFETY: Speed must be adjusted to road conditions. The safety of passengers takes absolute precedence over schedule. If road conditions are unsafe, the driver has the authority to delay or halt the trip and must immediately inform Yeshi.
E. STANDARDS OF CONDUCT
- Maintain professional, respectful conduct with all staff, visitors, and the public at all times
- Be in uniform (if prescribed) and presentable when on duty
- Mobile phone use while driving is strictly prohibited — pull over safely if a call must be taken
- Do not share operational details, passenger lists, or hatchery information with outside parties
- Any personal or health matter that may affect driving ability must be immediately disclosed to Yeshi
F. PERFORMANCE INDICATORS
| Performance Area | Standard / Target | Review Frequency |
| Schedule Punctuality | Zero unexcused late departures | Monthly |
| WhatsApp Compliance | 100% posts for all trips | Weekly |
